1. Описание целей, политики и концепции операций по реагированию на аварийную ситуацию, а также структуры, полномочий и обязанностей для систематического, координированного и эффективного реагирования. План аварийных мероприятий служит в качестве основы для разработки других планов, процедур и контрольных списков. Планы аварийных мероприятий готовятся на нескольких разных уровнях: национальном, локальном и на уровне установки. Они могут включать все виды деятельности, которые, согласно плану, должны осуществляться всеми соответствующими организациями и компетентными органами или могут быть прежде всего посвящены действиям, которые должна выполнять конкретная организация. Иногда для большей ясности в первом случае используется термин общий план аварийных мероприятий {overall emergency plan}. Детали, касающиеся выполнения конкретных задач, кратко изложенных в плане аварийных мероприятий, приводятся в аварийных процедурах. 2.
